Reporting to the Project Manager – TXM Tax Manager IT, the successful candidate will provide Application Development support of TXM based solutions for both internal and external clients. This person will be responsible for support of existing services, including: troubleshooting – data, application and middleware issues, recommending and documenting fix details, applying changes, and testing to ensure high quality solutions. This person will also participate in new functionality development opportunities and lend their expertise to overall solution improvements.  They will respond to management decisions and direction, support their peers and clients, and follow through on commitments, reacting well under pressure and creating an open and trusting environment by sharing information and communicating in a timely manner. The successful candidate will be a team player with excellent listening skills and a ‘can do’ attitude.


Job Responsibilities:

  • Participate as a team member on strategic client and IT driven projects including; Collections Solutions, Online Tax Services, Oracle Upgrade, and various LEAN and Work Request initiatives.
  • Participate in the development and review of business requirements, process maps and data architecture plans.
  • Assist in the development and reviews of detailed specification design documentation.
  • Contribute to the development of test plans and test cases, and ensure quality execution of testing and reporting of results.
  • Develop new, enhance or troubleshoot Oracle Forms, Reports and Procedures.
  • Understand the traceability of business requirements through detailed specification development, application development and all testing cycles.
  • Identify gaps in functionality, logic and integrations.
  • Provide technical expertise as required for gap analysis, risk identification and opportunity assessments.
  • Perform other duties as assigned.

 Job Qualifications:


The ideal candidate will have proven experience developing Oracle Forms, Procedures and Reports, and within the following technologies:

  • Development Toolset: Oracle SQL and PL/SQL, Oracle Forms and Reports 11g on a Windows platform
  • Database: Oracle database 11g on a Windows platform
  • Oracle APEX (Application Express)
  • Oracle Weblogic Server 11g

All candidates must have;

  • Post-secondary school graduate in computer science or related discipline.
  • Recommended Oracle developer certification:
    • Oracle Fusion Middleware 11g – Build Applications with Oracle Forms, or similar.
  • 3-5 years’ work experience in an Information Technology environment
  • The ability to interpret Business Requirements, process maps and architectural design documents into detailed system design specifications.
  • Advanced skills to develop Oracle Forms, Procedures and Reports with detailed system design specifications, and to identify gaps in logic or integration.
  • Critical thinking skills and attention to detail are required for comprehensive unit and integration testing.
  • Understanding of Software Development Life Cycle, segregation of duties and Quality Control methodologies is required.
  • The ability to express ideas, thoughts and information logically and concisely.
  • The ability to self-manage competing demands in a timely and organized fashion while maintaining a professional level of dependability with sound judgement and decision making skills.

Additional valued assets include;

  • Working knowledge of TXM Tax Manager and eTax solutions, and related billing and collection business processes
  • XML Query experience
  • Experience using MS Office applications and SharePoint
  • Municipal experience or experience in other government settings



Note:  This is a one year contract with possible 1.5 year extension

Hours of Work: 35 hour per week

Salary: $ 42.16 - $ 56.22
