Job Description

Primary Responsibilities:

Under the general direction of the Senior Manager, Works Administration, Maintenance and Operations, the successful candidate will fully manage all aspects of Works Operations, including leading the operations of the four Works yards. The work is varied and will involve off- hours participation in public meetings or events from time to time.  Further accountabilities are as follows:

  • Provides leadership and direction to the Works Operations team and oversees maintenance programs within four Works yards.
  • Assesses, evaluates and monitors Works Operations services to ensure services are delivered in a customer friendly, efficient and effective manner, ensuring that the expected quality and timeliness standards are maintained in relation to fiscal and human resources.
  • Ensures adherence to City’s Polices and Procedures, Collective Agreement and legislated requirements.
  • Establishes procedures and objectives for staffing, performance management and training/development. Participates in hiring and development of employees. Manages performance, taking corrective actions where necessary.  Takes disciplinary action under the applicable Collective Agreements(s). Ensures that these goals are met.
  • Participates in grievance hearings up to and including the arbitration level.
  • Monitors internal and external environment to ensure that the Section’s short and long-term major initiatives are incorporated into the business planning process and that needed budget/funding and resources are identified.
  • Ensures Capital/Current budgets are prepared in accordance with Department and Corporate deadlines, and that budgets are maintained within approved limits through the use of project management techniques.
  • Takes ownership of the Section’s services and assume accountability for safety and efficiency of operations.
  • Establishes and maintains links to the external industry (through involvement with associations and counterparts)
  • Builds strong relationships and liaising with Members of Council, Peel Regional Police, Region of Peel, the Ministry of Transportation, Ministry of Labour, municipalities, and the general public.
  • Seeks and synthesizes information and concepts related to the internal/external work environment and to ensure the Section is current.
  • Ensures coordinated and consistent reporting of issues and communications at all levels and with large and complex sets of stakeholders and constituencies.
  • Ensures the delivery of services by consultants and contractors for successful project deliverables and milestones, where required.
  • Develops understanding of the political environment and ways in which to navigate it while winning buy-in and achieving deliverables.
  • Attends Council, Standing Committee and public meetings and preparing Corporate Reports.
  • Other duties as required.

 

Job Specifications:

  • Post-secondary education is required, preferably in Civil Engineering and a member of Professional Engineers Ontario (PEO) in good standing.
  • Minimum of five years management/supervisory experience, preferably in a unionized environment.Demonstrated knowledge of roadway maintenance and operations.
  • Knowledge of maintenance contracts and maintenance standards and permits is preferred.
  • A solid understanding of infrastructure design, municipal operations and engineering drawings.
  • Demonstrated judgment and decision making skills with the ability to determine an effective course of action that drives progression.
  • Strong written, verbal, and team communication skills along with excellent negotiation skills.
  • Tact and diplomacy to deal with internal and external stakeholders including members of Council, the public and community groups.
  • Strong strategic and analytical skills balanced with a pragmatic, results-oriented approach.
  • Demonstrated ability to facilitate and engage various, and often competing, stakeholders in public works matters.
  • Ability to multi-task, prioritize and adapt quickly to change.
  • Proven ability to coach, develop and lead a diverse team through times of continuous change while maintaining a positive, healthy and productive work environment.
  • Demonstrated ability to oversee others carrying out major projects utilizing sound project management principles, practices and theories.
  • Demonstrated ability to adapt to highly political and litigious environments including public forums and legal proceedings.
  • Relationship building with key internal/external stakeholders including the development and delivery of presentations of a technical or political nature.
  • Proven ability to develop and implement multi-faceted business plans for short, medium and long-terms.
  • Leadership Competencies include strategic agility, business acumen, communication and relationship building, developing culture and people and driving change.
  • A valid Ontario Class ‘G’ driver’s license and access to a reliable vehicle to use on Corporate business

 

 

Hours of Work: 35 hours per week

Salary: $95,994 - $127,987
