Under the direction of the IT Business Manager for Transportation & Works, the successful candidate will:

  • Lead the development of new applications, system upgrades,& enhancements from concept through to sustainability (into IT Operations).
  • Architect broad systems interactions; be hands-on and able to provide architectural guidance and technical leadership to team as required.
  • Collaborate with business analyst, business owners, and operational teams to identify requirements and dependencies.
  • Lead multiple concurrent projects including developing and managing end-to-end project plans including identifying and tracking key dependencies across several teams. Identify and manage risks for development schedules.
  • Provide feedback to project stakeholders that could include clarification of requirements, escalation of issues to managers, scope changes and/or resource concerns.
  • Monitor and report on the status of the projects via Steering Committee.
  • Develop and enforce software development standards and best practices while managing the overall System Development Lifecycle (SDLC).
  • Provide Subject Matter Expertise and work with stakeholders in the development of Business Cases; investigate, analyze and recommend system functionality enhancements for business process improvements
  • Collaborate with IT staff, stakeholders and vendors for management of ongoing system support and work requests, ensure quality and timely implementations into production, and participate in various forums and meetings as required;
  • Manage funding allocated to projects consistent with good financial practice
  • Keep current on emerging technology trends.
  • Perform other duties as assigned.


  • Post-secondary school graduate in computer science or related discipline with a minimum 5 years project management experience in an information technology management environment or an equivalent combination of education and related experience;
  • Project Management Professional (PMP) Certification by the Project Management Institute (PMI) is an asset and use of MS Project is preferred;
  • Previous supervisory experience is preferred
  • Demonstrated success building high performing teams to deliver results in high-profile program environments.
  • Outstanding project management, analytical, implementation, vendor management, organizational, communication (oral & written), and customer service skills;
  • Strong knowledge of the systems development lifecycle including development, testing, implementation, integration, maintenance of custom applications and commercial off the shelf systems;
  • Experience with Oracle, MS SQL Server, Web-based application implementations, Web Services and Service Oriented Architecture (SOA) framework is preferred
  • Experience with agile development processes (including Kanban and Scrum) and other development life cycle methodologies
  • 5+ years of experience delivering complex .Net windows and/or web applications.
  • 5+ years of experience in the conceptualization, requirements definition, design, and delivery of systems
  • 5+ years leading professional staff and building high performance teams
  • Previous experience as a developer is an asset
  • Demonstrated ability to lead, motivate, coach, supervise and coordinate related activities of staff, stakeholders and contracted service providers
  • Thinks strategically about business issues with a strong bias for action and business solutions
  • Demonstrated organizational, analytical, decision-making and problem solving skills
  • Knowledge and application of vendor management, contract administration, and annual budgeting
  • Developing and executing risk management and quality assurance processes, application integration development, systems development, maintenance and application support
  • Commitment to service excellence and total quality is essential. 


Hours of Work : 35 Hour per week

Salary : $ 95,994 - $ 127,987 / Year
